Nosler built this in 2017 to give the AR-15 a real velocity boost over the 5.56 without a bigger receiver. It uses a rebated-rim case to feed from standard magazines while pushing a .22 bullet noticeably faster. A clever performance play that arrived into a crowded field of AR cartridges all fighting for the same shrinking attention. Good engineering. Tough market.
